L'Union européenne soit-elle se donner une armée ?

Chantal Lavallée, Visiting Researcher at the EUCE, publishes an article in today's edition of Le Devoir on the Ukrainian crisis and its consequences for the recurring debate on a common European army.

As there is no unanimity on that question, she explains, the most likely scenario is a deepening of cooperation amongst some of the EU members. However, the most important challenge would remain the political will to use these tools of enhanced cooperation in crises situations.
